     Pakistan government has wavered between democracy and dictatorship and as always its military-intelligence apparatus, the ISI, has maintained strong go-between links with the successive USA Government administrations.  ISI appears to be the only covert apparatus in the intelligence world that maintained direct ties with Osama Bin Laden and his Al Qaeda; again, without doubt, as the “go-between” of the ubiquitous CIA. Moreover, during the Cold War period, Osama bin Laden was an important intelligent asset of the CIA.

     General Zia ul-Haq created the ISI, during his dictatorship rule (1977-1988) over Pakistan, in order to oversee intelligence on the Afghan-Pakistani border. The development of the USA’s improved relationship with the Pakistan General Zia ul-Haq’s regime, also resulted with the reinforcement of the CIA-ISI nexus.

     In the process of fiercely implementing his policy of the  ‘Islamisation” of the Pakistan State, General Zia, promoted the mushrooming of the religious schools, “madrassas”,  all over Pakistan; the breeding ground for Islamic militants and die-hard Jihadist, namely the “Mujahideen”. These schools initially were mostly financed by the fanatical Islamic Wahabi sect from the Saudi Arabia.  Naturally, under the control of the CIA, the ISI provided the militant “Jehadi” doctrine and guerilla-style training of warfare. For all his zealous efforts, General Zia had to ultimately pay the price with his death (in August 1988) when his sabotaged plane crashed.  There were media reports suspecting CIA links with the untimely death of General Zia.

     Pakistan government and the ISI helped create the Taliban and Osama Bin Laden in the war to get the Soviets out of Afghanistan (1989). The fanatical Taliban government, supported by massive aid from Pakistan’s military and intelligence throughout these years, under the direction of the CIA, was no doubt tolerated by the USA, despite its inhuman excesses under Sharia Law, because the ruling Taliban served its geopolitical interests in the region. For the USA being in Afghanistan, by any means, meant taking control of the massive oil and gas resources of the Caspian Basin region.

     Elsewhere, the CIA used ISI as go-between the Islamist militant outfits for carrying covert operations in Balkans, Caucasus – Chechnya and Dagestan and Central Asia including China’s Xinjiang-Uigur region. These terrorists were indoctrinated and trained in the CIA-sponsored camps in Afghanistan and Pakistan.  Even during the civil war in Yugoslavia, the Bosnian Muslims were provided support arranged through the ISI network including war-experienced Mujahadeen and huge quantities of weapons and ammunition. USA even turned a blind eye to the Iranian Revolutionary Guards infiltration of fighting men and rockets into Bosnia.

     The funding in particular came and still does from the oil-money rich Saudi Islamic Wahhabi sect, other Gulf States, as an economic aid, from their large corporate establishments and their private citizens, as charity and donations, and not the least from a host of illegal activities such as, drug-money laundering, stolen oil from pipelines, counterfeit money, and smuggling of weapons including nuclear materials, also prostitution, kidnapping and so on. In the past, Afghanistan’s fertile opium fields contributed to over 70% of world’s heroin while CIA assets controlled this heroin trade for US strategic reasons.
